STEP 4: Just save the file with the same name, and VLC will create a playlist with the XSPF file extension.
STEP 5: To play a playlist on VLC, double-click the XSPF file that you just saved on your computer and it will open the playlist in the VLC player.

The main problem with the playlists in VLC is that they are not editable. The other problems are that you can’t add new videos to an existing playlist and it cannot organize videos in a logical manner.
